GRANTS
There are currently significant funds available to residents in need of utility assistance. PECO, for example, received $270 million to help residents pay their electric bills. As of June 2021, only $500,000 had been used. To apply for utility assistance, use the Phase 4 rental assistance application from the Emergency Rental Assistance Program. If you live in Philadelphia, visit phlrentassist.org to apply. All other PA residents, visit dhs.pa.gov/ERAP, select your county and follow the link to apply.
LIHEAP applications are open for 2021
LIHEAP is a federally-funded program that helps low-income households with their home energy bills through bill payment assistance and/or energy crisis assistance.
Residents may also apply for assistance through CRISIS. For more information about these programs, please visit dhs.pa.gov or contact AHCOPA.
Utility Emergency Services Fund (UESF)
UESF is a privately funded grant available to income-eligible customers who are behind on their utility bills and is offered when no other federal aid is available.
The UESF grant is designed to pay off the balance of a customer’s unpaid utility bill up to $1,500 and PGW will match the amount of the UESF grant, totaling $3,000. Customers may apply once every two years. If your service has been terminated or you are have received a shut off notice, you may qualify for UESF. To apply, please call or visit one of the UESF intake sites.
Utility Rate Reduction Programs
Utility companies servicing Philadelphia and Pennsylvania also have programs to assist you in paying your bills. Please follow the links below to learn more and apply.
PECO Customer Assistance Program (CAP) can give you a monthly credit on your electric bill.
PGW's Customer Responsibility Program (CRP) can cut your bill in half. Pay less each month and get your past debt forgiven. Apply anytime through your PGW account.
Philadelphia residents may apply for assistance paying their Water Bill.
